After looking at JMC-3519, I think that it might be a good idea to add a set of "meta" rules that configure whether or not a set of rules get evaluated. This depends a bit on how many rules users actually end up with, but if there are many rules this might be desirable.

Such meta-rules might take the form of looking at environment information, or application arguments to decide which set(s) of rules to evaluate.
