This is one of the P2 issue mentioned in JMC-5895. Creating a new bug for it.

Loading JFC config files is also affected, any JFC files that come from JDK9 and 10, that the user have saved, will have the same version number (2.0) as the JDK11 files, but will not work. This is of lower priority than fixing the loading of JFR files, but should still be addressed.
