Update JMC7.0 THIRDPARTYREADME with latest javamail 1.6.3 version and JavaBeans Activation Framework 1.2.1

        Current THIRDPATYREADME (../legal/jmc/THIRDPARTYREADME) has javamail version as 1.4 which should be updated to 1.6.3 .
        Also JavaBeans Activation Framework (JAF), Version: 1.2.1 should be added.
