HdrHistogram dependency needs to be added to make update sites work

      Noticed following issue while verifying JMC IDE Plugins in Eclipse 4.8 and 4.11 Versions in Windows Platform.

      As the plugin update site is not available , the plugin installation was done by downloading the plugin archive file.

      Locally Running JVMs are not displayed , and this will prevent 

       

      1. Starting JMX Console for Local VM
      2. Start Flight Recording

       

      In Mac Platform Locally running JVMs are listed , Able to Open JMX Console but starting Flight Recording results in JMC-6539
