Update the spotless maven plugin

        I was also hoping to being able to configure it to barf when the modifier order is wrong, but apparently that is not possible, and - if it ever gets in, it will be part of the cleanup settings (https://bugs.eclipse.org/bugs/show_bug.cgi?id=322494). 

        May be interesting to grab the ball there and run with it for someone.
