Eclipse Version Number requires update in Update Site Index page.

      1. The eclipse version number could be updated on IDE update-site index pages for both oracle and openjdk ide plugins from( 4.20 to 4.21)

           2. JConsole plug-in support for the Management Console. does not work as expected , also it gets overridden when ThreadLogic plugin is installed.  Hence the reference to JConsole plug-in support could be removed from the IDE pages as well.
