Add user configuration for local JVM refresh interval

      Currently the JVM Browser checks every 5000 ms [0] for new JVMs and then creates the local descriptor provider, attaches, and populates the JVM browser.

      It would be nice to have a user configurable field in the Preferences to adjust this particular value. Like similar JVM Browser refresh/highlighting timing it could have a lower-bound of 1s, and then configurable to however long the particular user wants.
