Update the developer guide for latest Eclipse

      To develop in the latest Eclipse, the easiest way to make things work, until we have a proper fix, is to add the following to the end of the eclipse.ini file:

      -Dp2.httpRule=allow
      -Dp2.trustedAuthorities=https://download.eclipse.org,https://archive.eclipse.org,http://localhost
