Support for CSRs is a configuration option for a repository. If a repository does not have CSR support enabled, it is still possible for an author or Reviewer to issue the `/csr` command, which will add the "csr" label and block the integration. However, an approved CSR will not unblock it for a PR in a repo that doesn't enable it. The workaround is to enter the `/csr unneeded` command to unblock it.
