A bot should remind a PR author not to force push

      A bot should detect when a PR author pushes with "--force" after the review has begun and remind the author not to do that in the future.

      Ideally, "force push" should be discouraged in the dev guide ( https://openjdk.java.net/guide/ ), which the bot should provide the link to.
