Enable GitHub Action checks for jdk17u

      JDK 17u inherited the support for GitHub actions test builds. The next step is to configure the Skara bots to use the results from the GHA test builds as PR checks so they can be reported in pull requests.

      Note: Rob McKenna (current 17u maintainer) needs to ack this change.
