Over the weekend and still this morning, there have been multiple reports of the PR bot being slow to react to new PRs and PR commands. I'm still investigating what the cause could be, but one thing that already sticks out are a ton of errors like this in the logs:

They started appearing Sep 19, 2021 @ 01:46:50.269 UTC and seem to be posted for every repository. Unfortunately the error message is lacking so it's very hard to figure out what exactly is running for so long. I will need to improve this error to make future investigations easier.

For now I have tried restarting the pr-external bot config to see if that resets things while I continue digging in the logs.
