Pull requests are currently checked using the configuration found in the pull request. But this can be problematic if a PR is based on a commit before a configuration update, as this is not very visible. So it's probably better to use the latest from the target branch instead.
This has the drawback that if a broken jcheck configuration file is integrated, further PRs will not be able to be checked. If this were to happen, a manual push must be made. This should hopefully be a very rare problem.
