The pr/NNNN branches are not always deleted when a PR is closed

      Skara creates a pr/NNNN branch for every PR once it becomes "rfr", in support of dependent PRs. It deletes them when the PR is closed. In at least one case, this didn't happen:

      The PR was closed on May 5, but the branch is still present in openjdk/jdk.
