A DESCRIPTION OF THE PROBLEM :
Currently when the bridgekeeper bot rewrites / overwrites a comment on a pull request because the author has not accepted the TOU yet, the author might not notice this because the edit does not seem to create a notification for the author.
It would be good to create an additional comment with a @username reference to notify the comment author (the bot comment could then be deleted when the author accepts the TOU).

Or in general it would be useful if you could reconsider the TOU requirements for comments. That is pretty restrictive (maybe even contribution hostile?) and no other big company seems to do this.
