ProblemList errors should not prevent a PR from being rfr

      Skara jcheck supports checking the ProblemList to ensure that if a bug is fixed, the corresponding entry in the ProblemList, if any, is removed. This should be an integration blocker, but I don't think it should prevent a PR from being ready for review (rfr).

      This can be seen in the following PR, which is not yet marked as "rfr" even though it is otherwise ready:
