The hgupdater-issue label is used to prompt the labelsync bot to reevaluate the labels across all the backports in situations where the labels are not considered to be correct. It would be useful for the bot to remove the label if changes are made, but leave the label there if no changes are made as an indication that the bot thinks the labels are correctly applied.

At the same time we should consider renaming the label to labelsync-issue
