If the PR bot can't find a .jcheck configuration in the target branch of a PR, it throws an exception and will just endlessly retry. It would be more constructive to post something in the PR explaining the problem and then leave it be until there is reason to check the PR again.

This PR https://github.com/openjdk/shenandoah-jdk8u/pull/1 got stuck in this way and I had to disable the PR bot on the repo to stop the flood of alarms and then manually notify the repo owner.
