When the PR author typed `/reviewers 3 reviewer` and then typed `/reviewers 1 reviewer`, the bot replied `Cannot decrease the number of required reviewers`. It is not accurate because the reviewer can descrease the number of the reviews requirement autually.

So it is recommented to change the words like `Only the reviewers can decrease the number of required reviewers.`.
