When determining if a backport should be considered for a sync label the following logic should be used:
A backport is taken into account when defining the placement of the sync label once it has been pushed to a repo affiliated with a release and, it is in the Resolved-Closed/Fixed state. No other factors, such as the resolved-in-build value, should be considered.
As part of separation of the backports into release streams, the resolved-build-value is used to determine BPR streams for JDK 7, 8 and early versions of 11 (build 31-39).
