The mapping between changed files in the JDK, and labels set on a PR by Skara, currently resides in Skara, in the file `config/mailinglist/rules/jdk.json`. This is less than ideal for a number of reasons.

1) JDK developers cannot modify the file themselves, but need to open a bug on Skara

2) Many JDK developers are not even aware of this file

3) If a file is moved in the source code, this cannot be tracked by the mapping file. Instead, it needs to be updated in time close to the update of the JDK repo, and there exist no possibility of having more than one set of rules at the same time for different branches, etc.

We should move this file to the JDK repo instead.
