The automatic discovery of CSR issues, and consequently the integration blocker check for an approved CSR, currently only considers the main/title bug of a pull request. In https://github.com/openjdk/jdk/pull/10924 we have an example of 3 linked issues, each with their own CSR. We need to extend the CSR association logic to also consider CSRs for issues added with the /issue command.
