Require all bugs to be accessible before marking PR 'rfr'

      If a PR title refers to a bug that isn't accessible, that's considered invalid and will prevent integration. We should probably tighten up this requirement and prevent the PR from being marked as 'rfr' too. This will prevent emails from being sent out while a PR is pointing to an invalid bug.
