The bot was restarted right before it was finally posted, so it's very likely that the restart re-triggered a check that caused the posting to happen.
I don't know why the comment wasn't posted in the first place. Looking at the PR, it seems like there was a lot activity right around that time, so my best guess is that we somehow failed to detect that update and in some way acted on stale data in the last ArchiveWorkItem that ran for that PR.
