Add a `/branch` command similar to `/tag` to create a new branch from a commit

      A Skara `/branch` command would allow a repo maintainer to create a new branch from a commit without needing direct write access to the repo, in a similar manner to how the `/tag` command allows them to create a tag without needing direct write access.
