It's easy for folks backporting issues to forget to file a CSR if there is a CSR on the main issue. This can be especially problematic if a CSR has scope=SE and there is a spec change that should not be backported. Could Skara detect if there is a main CSR but not a CSR with the fixversion of the backport? I think we would typically want it to block integration but it could be necessary to have some sort of an override.
