Bot has stopped updating Jira when PRs are changed for the shenandoah repo

      Apologies if this isn't the right project for such an issue, but we're not sure who to contact.

      The bot is still working for our GitHub PRs on the shenandoah and shenandoah-jdk21u repos. It still correctly generates a description for the PR that links to the Jira ticket. However, the Jira ticket is no longer updated when the PR is opened or closed.
