As a reviewer, it's easy to miss that a PR needs to be sponsored after reviewing it. This results in the PR sitting idle for some time, often days, before the author timidly asks you directly to sponsor it. Users working primarily in GitHub may not notice this as much, as the PR gets a sponsor label, but for mailinglist oriented users, there is no way to tell. I think this is a flaw in Skara and we need to make it clearer when PR needs a sponsor.

My proposal is to add a mail notification, similar to the integration message, so we get an email to the mailing list when a PR is ready to be sponsored.
