When the IssueNotifier is adding a comment about a new PR or commit, just the URL used to contain enough information as it made it clear which repository was affected. Now that we are using branches for jdk23, these comments aren't as clear anymore. I think we should add something to these comments specifying the target branch of a PR, or the branch a commit was found in.
