Mails sent by Skara for PRs should include custom headers to facilitate sorting by the users' email service.

For instance, a PR with tags hotspot and nio could have a header like:

X-skara-labels: hotspot nio

I would also like to see a header indicating the kind of mail, e.g.
X-skara-type: [new | comment | commit | integration ]
