It was noticed recently in the JDK project that a PR was ready for integration even when the skara bot couldn't determine a component/area applicable for the PR nor could it send a RFR mail to relevant mailing list(s) due to the unknown component/area.

It would be good if the bot could enforce a rule such that a PR requires at least one component/area to be associated with it (and thus a RFR mail to the relevant mailing list) before it can be integrated.
