SKARA bot ignores GitHub comments in some cases

      In the last 2 months, there are 2 users reported that the pr bot didn't respond to their command and after adding another command to the pr, the bot woke up and processed the commands.

      Not sure if it's a GitHub issue or a skara issue, need to investigate.
