I discovered that a number of runtime files were not identified as such and so a PR I did initially only sent email to hotspot-compiler-dev. I'm updating the rules so that more files in that directory tree match runtime, which will in turn cause the group rules to apply and the hotspot-dev mailing list to be chosen by default.
