The new labelsync bot is mislabeling a few bugs still. It seems it's not taking the resolution into account when figuring out which bugs should get the hgupdate-sync label. From comment in SKARA-883:

This looks like the bot is including Rejected and Withdrawn instead of only accepting Fixed resolution. Similar to JDK-8235829
