       CODETOOLS-7903940 missed to restore the propagation of the `@enablePreview` flag from the test tag into the compilation of libary code.

      Restoring more code from the 7.4 revision of `CompileAction.java` will complete the removal of the problematic `LIBRARY.properties` implementation.
