      The `LIBRARY.properties` implementation introduced by https://bugs.openjdk.org/browse/CODETOOLS-7903775 is problematic, for details consult https://bugs.openjdk.org/browse/CODETOOLS-7903882

      This task is to remove the problematic `LIBRARY.properties` implementation in order to:
      - get jtreg 7.5.1 ready of use in JDK
      - redo `LIBRARY.properties` better in an upcoming jtreg release
