HTMLConverter for Win32 is not stable on Win98 for Japanese.

Testing environment:
- S/W env: Win98 and JRE 1.2
- Video: ATI Mach32

I have met folowing troubles.

1) Win98 System hangup
2) Aborted just after try to move converter window.
3) Aborted just after push any button.

The frequecy of hangup/abort is really very high if Display mode is set to
1280 x 1024 and 256 colors.
But frequenecy is very low if Display mode is set to 640 x 480 and High
Color(16 bit),

I have attached 2 kind of stack dump data for case 2 and 3.
