Once the Java Plugin Console is closed it is not possible
to re-open it.

The only way to get it back is to close down the browser and
restart it and then use the plugin.

It would be nice if there was a way to send a message to the
plugin asking it to re-open it's console.

Also, if the control panel is set to not open the console
you could still open it later if nesessary using the same
facility.

This would be particularly useful for debugging as most
users would not want this open but if something goes wrong
then support staff could ask the user to open the console
and send any stack traces etc... to the support staff to
diagnose the problem.
