The Hebrew keymap works fine accept for six keys:

"`" ";" "'" "," "." "/"

Those are the keys using the English and Hebrew key maps
but in the Hebrew key map they should be different.

This can be tested by runing the Stylepad demo,
choosing Debug->Hebrew Keymap and typing

the hebrew mapping should be:
English Hebrew
"`" -> ";"
";" -> the hebrew leter Pe Sofit
"'" -> ","
"," -> the hebrew leter Taf
"." -> the hebrew leter Tzadik Sofit
"/" -> "."
