Right-to-left vertical JToolbars don't align their contents on right

      Right To Left frame: buttons are not flushed to the right when the tool bar is placed at the right and left corners of the window. When you compare this to the Left To Right frame, they are not mirror images of each other. This happens in Metal, Motif, and Windows L&F.

      This occurs in Kestrel FCS H and I on the following machines:
      blueyes (SunOS 5.7)
      bluenote (Windows NT and 95)
      jfcsqe-jupiter (Windows 98)
