On Windows98 (simplified Chinese), install JPI_build_O.

Open Start->Settings->control Panel, double click Java PlugIn logo (duke), nothing happens. Java PlugIn Properties window can't be open.
(Same problem in build_N).

Tested it in Ja Win98 against build O and build R (RC1)
PlugIn window in Control Panel can be launched correctly

Also, Tranditional Chinese Win98 works fine too.

For Simplified Chinese Win98, I can still launch PlugIn window.
But when I remove it with Add/Remove Program, the Duke doesn't
disapper even though I restart Win98 again. This might cause
a confusion.
