Cannot input Japanese nor Chinese on Windows 2000

      On Windows 2000, cannot input any Kanji character for both AWT and Swing text fields. '?"s are displayed if the input method is the host adapter, while small boxes are displayed if the input method is Java IM (e.g., CityInputMethod).

      Tested using Build-O and Windows 2000 RC2 (Build 2128)
