Swing ignores system-wide font preferences on Windows

In windows, there are system-wide settings for screen font preferences.
If you click on the screen icon in the control panel, you can set the
preferred size (and color) of the font on menus, title bars, floating
      bubble text, and so on.

Currently, java does not query these preferences or honor them. Hence,
java GUI's still look like the odd man out in a Windows environment.
This is quite unnecessary and can easily be fixed.
