JToolBar should have the possibility to turn all the labels of all buttons etc.
in it on and off with a single method-call. This would be needed for
functionality like just showing the icons in Netscape...

Otherwise you'd have to zero-out the text-labels for yourself which is
especially bad if you use multilanguage and Actions in your product.
