JDK 1.3 serious bug on Traditional Chinese locale

      JDK 1.3 cannot display correct Traditional Chinese characters.
      Our locale is zh_TW.BIG5.
      When typing any command (javac, java, javadoc....), the output
      messages are a mess.
      And when we invoke Java Plug-in console from "control panel",
      all texts are a mess also.

      It's because development team only translate Simplified Chinese
      messages (used in China), and there's no Traditional Chinese
      messages in it (used in Taiwan). And JDK default set our locale
      to use Simplified Chinese messages, that causes the problem.
