When supplying iiopname and iiop URLs to the JNDI/CosNaming provider,
a new ORB is created for each URL because that is the only way
to contact the remote naming service. However, if there is an INS-comformant
ORB, you can use the supplied ORB to resolve to the remote naming service
without the need to create a new one.
Hitachi, SilverStream, as well as other customers have requested this fix.
