To reproduce:
- From Control Panel->Regional Options on Win2000,
set "your locale" to "Japanese", and set default "Language settings for the
system" to "English".
- Run demo/applets/Animator
- You will find Japanese text is displayed as "????" on appletviewer.
- If you set default "Language settings for the system" to "Japanese", no
matter what locale you set to, the app always displays Japanese.
It is very obvious that JDK does not support user level locale.
BugId 4352236, 4352962, 4358133 reported this same problem on various
components.
