RSA feature is broken for Merlin Java Plug-in Build44

      Java Plug-in RSA feature is broken on the latest Merlin Build44 .This feature is
      broken on the following platforms Windows/solaris/X86/Linux.

      To reproduce the Problem :
      1. Install Java Plug-in Merlin Build44
      2. Run the any of the RSA signed applets from :

      http://sqesvr.eng.sun.com/deployment1/ws/doc/proc/JPI_RSA.html
      (Test Case 1 or Test case 2)

      3. Java Plug-in thowrs initialisation Error.
