string_to_object operation is accepting a malformed url without raising BAD_PARAM exception.

Test 0004 of CorbanameRIRTest and CorbalocRIRTest demonstrate this.

to run these tests:

1. untar ins-bugs.tar available from /java/idl/ws/rip/ins-bugs.tar
2. go to ins-bugs/NameResolution/Corbaname[Corballoc]RIRTest directory
3. make appropriate changes in the "To be changed" section
4. run by typing "make all"
