      As per specification(ptc99-12-03) when rir protocol is used, no other protocols are allowed.

      test0004 of CorbalocRIRTest demonstrate this

      1. untar ins-bugs.tar available from /java/idl/ws/rip/temp/ins-bugs.tar
      2. go to ins-bugs/NameResolution/CorbalocRIRTest directory
      3. make appropriate changes in the "To be changed" section
      4. run by typing "make all"
